Patients who have full-registration with the practice
These are patients who have a main residential address and attend the surgery or are located within the practice area for a visit to this location. They will receive the full GP services as per our Personal Medical Services (PMS) contract. Full registered patients who are temporary located outside the practice area should see a GP practice as a temporary patient that covers their location. If the person they are staying with is registered with a GP, then their practice should see them, though it might only be an emergency, immediate and necessary temporary service.
Patients who do not have full-registration
Patients who do not have full-registration will be managed within the nationally dictated GP temporary service requirements as follows:
- Patients that are living within the practice area and will be at their address for more than three months; should complete a full-registration and we will happily see them.
- Nursing & Rest Home patients within the practice area; we expect Nursing Homes to ill for non-registered share these across a number of GP practices in a fair and equitable manner. Our admin will ask if they have tried other practices. If the patient will be there for more than 3 months, they will need to be registered as full. If less than three months the practice will be happy to see them under ‘Immediate & Necessary’ protocol.
- A patient temporary living at the same address of a full-registered patient for up to 3 months do not need to pre-register as a temporary patient: If their own main address is local, we will advise them to go to their own GP. If they are not local, they will be assured that they will be seen as an Immediate and Necessary for an acute problem. This is provided because they are staying with a person who has full-registration at the Practice. The Practice will then provide care for their new acute problem or deterioration of a chronic disease (for example, an asthma attack). Under the Immediate & Necessary rules, we will only provide an acute prescription for 7 days. Patients should try to get repeats from their registered GP who, for example, can fax it over to a chemist. Our 7 day prescription is a last resort and is there to provide the patient with time to organise with their registered GP any medication continuation or chronic disease tests.
- Students – Those returning temporarily to the home of a full registered parent/guardian can be seen as Immediate & Necessary. This means they will retain their college or university GP without the medical notes being transferred in, needing summarised and then sent back when a new term commences.
- A patient that is temporarily living at the address that is NOT the same as a full registered patient for up to 3 months: should be advised to contact own GP, GP of another household member, walk in centre etc.
The Doctor will first assess the Emergency/Immediate & Necessary requirement
If it is not, then the patient will be informed of this and asked to leave (with follow up advice). If it is, then the patient will receive a one off treatment for their emergency item only and where necessary supply an prescription for 7 days maximum. Problems that do not fit within the Immediate & Necessary will not be dealt with.
Emergency Immediate & Necessary duty is for any non registered patient in the practice area either at the surgery or any other location within this area. There is a GMC obligation for doctors to offer assistance in an emergency.
Emergency contraception is not viewed as within the GP duty of Emergency and Immediate & Necessary criteria. These non-registered patients should be advised of the appropriate clinics or that the morning after pill can be obtained without prescription from a chemist.
Record Keeping
- For full-registered patients; all consultations will be entered onto the practice patient record.
- For Immediate & necessary patients; there is a Temporary Registration form that must be completed, clearly marking the type of registration as either Emergency or Immediate & Necessary. On this form, please detail the care and advice given and any medication. This will be forwarded onto the patient’s full-registered practice.
